1. Focus Panel
This mod would be used primarily in 2v2, and be especially helpful in dual dps teams. It would play a low buzz, and have a noticeable yellow object on the screen if only 1 enemy player is targeting you. It would play a high buzz, and have a noticeable red flashing object on the screen when 2 opposing players are targeting you. This would help an obscene amount against those dual dps teams which are bursting down your DPS class, and suddenly switch to you, giving you a nice 2 second leeway, which really counts.
2. Yard Stick
This mod would aid in staying at max range and tell you the yd. range from your target. Also, it would help finding deadzones of targets, and letting you actually know you're in their deadzone than guessing, "Well this looks good." I'd rather not be guessing when my enemy has a massive Skillherald in his fists and 100 rage. In other words, this would allow you to find the space inbetween the 5-8 yd. range so they can't intercept you the second they get out of cyclone/roots.
Can either of these be done? Or do either of these exist?

I'm not sure sorry, but a mod I would love to see is a simple mod which is dedicated to JUST tracking your Diminishing Returns. I tried NeCB but there's too much crap there for it to be effective and just went back to Antagonist for tracking enemy buffs/cooldowns.

What Triza said and a mod that tracks Counterspell and Spell Lock cooldowns. Hopefully Antagonist will include that in a future release, since I've heard whoever is developing it recently took up coding again.
"Yard Stick" is not possible to make with current game mechanics. The closest you could get would be an addon that calculate range based on which of your spells are in range. For example if a target is in range of a Drain Life but not in range of Fear, the addon could tell you that the target it between 30 and 20 yards away from you. Then an addon to tell you how far a target is from you be pretty unnecessary, as you could see for yourself just as easy.

there are mods very similar. I kno RDX dispell grid does it, i think even pitpull party frames has a warning when someone is getting focused.

For DR timers on you, etc any sheep on you and your dr counting.
I believe a hunter could make a range tracker mod by triangulating via tracking minimap coordinates, though that's an idea that just came to me.

There was an AddOn like this when the game was released. It was forbidden quite fast, tho.

Not possible, minimap dots are drawn in C code it's 100% impossible for an addon to detect them beyond a user manually mousing over them.

Not forbidden, but broken. Range tracking no longer works to any appreciable degree, and most certainly doesn't work in instances. The best you can do is estimate range by which spells your target is and isn't in range of.

in theory, depending on what abilities you had at your disposal per class (i think the longest range a rogue has for anything is 30 yards (throwing attacks) so they really couldnt have a range check past that), you could write a mod to interact with something like MSCT to display in the notification window if youre 41 yards or more away, inside 40, inside 30 etc etc based upon what spells you are within range for... im no coder, but its an idea.

cannot be done as it creates no combat log event..

an exakt timing or event cant be done no, but an estimate can. Like if Cyclone breakes early you can guess that he trinketed and write a mod for that. You can get DR from other mods to support the shortest duration.
"[name] might have used his trinket"
even that kind of mod would be great.

No, notice at the middle of the screen when it tells if hes 5,8,15,30 etc yards in or away. probably works by checking if hes in range of: meele, intimidating shout, intercept, and abilities like that, or whatever tbh I got no idea of how it works..
would like to know what the addon is named:/
