In short, this person ran a test of about 19000 swings in the latest PTR test, and found that 3.6 speed maces are at around 8-8.1% rather than the widely thought 9.3%. That's quite a reduction.
EDIT: Original data was flawed, test invalidated. Mace stun proc is NOT at 8%. This was due to the mod counting the mark of conquest as a hit.

3.6 speed weapons have around a 9% proc rate. (768 procs on 8520 swings). It still is less than the anticipated 9.3% though.
