im from CT (one of the ineligible states for tourney registration).
but someone told me that you can still register for the qualifying period (won't be able to go to the regionals, which is fine w/ me)
anyone know how to register?
i've changed my contact info to another state, and put in my credit card #, but it's not taking it (maybe because the credit card is also from an ineligible state?)

Pretty sure most things on their site are down due to the maintenance they're doing

No you can't play in the qualifying period. They do weekly checks and inelligible people have their accounts changed back to normal and their money refunded.
On that note, if you do what you said, it remembers the CC you've previously registered with and puts it on some sort of blacklist. I swapped to my flatemates CC (he has the exact same address) and it worked fine.

I understand that the forum is undergoing maintenance, however I'm not getting the same problem that everyone else is. For the past week I've been trying to transfer a character, and it's been coming up saying error: invalid credit card. I used my mom's credit card on the account when I was younger, and I'm now trying to use my own. Since it says invalid still, I went out to the store and bought a 30 dollar prepaid visa card. It still says invalid.
Has the site been down for a week now and this is just another error that comes up with maintenance, or is there some rule where I have to use the same credit card on the account?
Is there such thing as a prepaid character transfer card that I can buy at EB games or target or something, or am I just stuck with two level 70s on seperate servers?
EDIT: Same error occurs when I try to apply for the TR, which I would also like to do.

They posted a note saying that the authentication stuff may or may not be working at certain times, might have to do with that. idk

The credit card name has to match the name of the account information. If it does not, you cannot purchase it. A friend has an account that didn't initially belong to him, but a RL friend. He paid for the tournament server the first time without issues, and the credit card he uses to pay for the account still works fine, but when he went to re-subscribe to the tournament realm it gave him an error. He called Blizzard, and they said that the only way he can use his card is if they get verbal permission from the original owner of the account to allow payment on their behalf, but it cannot be a three-way call, it has to be like from the same phone in the same room. Pretty sure they'd go so far as to ask about payment history/secret question/etc just to prove its the original owner on the line. Its a total fucking cock block and its retarded.

All I know is, when we called Blizzard up, they kept feeding us this line about new and improved account compromise checks, where they check to see if the information matches the name on the account. I'd go as far to say it probably won't effect you if the last name on the account is the same, but call up blizzard and ask. They're pretty straightforward.

Its not ToS, its security. Its fine to do it from what I understand, they just make it a complete pain in the ass.

I registered for the 1st qualifier and I'm ineligible. They sent me a refund/email but never revoked access from my account.
My friend used my CC for the 2nd qualifier and it worked. No blacklist

Some times you will get credit card errors, I tried using my regular visa and got errors, RBC one worked first try.
