Piercing Ice vs Imp CoC

Having trouble with these 3 points....

3v3 is my main concern so I am tempted to put it in the CoC for burst dmg, but then im losing 6% of all my overall frost damage.

My burst comes from shatter combos, not imp coc. :P I have both though. :D

Piercing Ice is going to add a lot more damage overall.
