I think Blizzard realized that their own talent was capped by the 25% crit damage reduction limit, and they probably decided that they'd rather change the talent rather than remove the limit and have crits sometimes do less damage than normal attacks.

They should just move the talent to tier 5 (right under Imp Inner Fire looks like a nice spot) and take out the crit reduction and turn it into an all damage taken reduced by 30%.
