is there a way to reduce the effectiveness of resist talents?

talents such as unyielding faith (paladin) reduce the chance for the player to be feared. now, i'm curious as to whether or not spell hit (whether from talents or gear) and/or spell penetration affect these talents.

for example, does putting 5 points in suppression nullify a paladin's 2 points in unyielding faith? in other words, does the paladin give me a -10% chance to hit him with fear by getting unyielding faith?

and i bring up spell penetration because someone told me that there was a formula for penetration bringing down the effectiveness of talents like unyielding faith

Suppression and spell hit does counter Priest & Paladin's fear resist based talents.
