Elemental Shields & Resilience

okkkk been reading conflicting info, but here goes:

does the shaman talent elemental shields (my alt is elemental shaman) allow % reduced chance on crits to go past ~12.5% or whatever the cap is? that is with the 9.18% reduced chance i've got from resilience at the moment, am i wasting talent points by getting 3/3 in elemental shields, or do i really get the 15.18% reduced chance?

you got it wrong, only the crit damage reduction caps out

Crit reduction does not have a known cap. Only damage reduction does.
