Spell Hit

Hi quick question.

How much spell hit is actually needed? If i take 3% from talents and Spell Pene on cloak, is that enough/too much or what? I heard only 2% from talents and spell pene was enough, but i still get quite a few resists which is annoying.

3% from talents and 20 spell pene is the best, unless you're elemental which you should get about 2.47% hit from gear then put 1 into elemental prec
